I was appointed
the Chief Deputy in January of 2001. I knew Mark Shurtleff before because I hired him into the AG office
years before. We both left the AG office for other endeavors but when he was elected AG in November of
2000 he asked me to come back to the office with him as a Chief Deputy.
I was admitted into the Utah State Bar in August 1986, after graduating from the University
of Utah Law School, I immediately joined the United States Air Force as a Judge Advocate and was stationed in
Germany. During my tour in Germany I focused primarily on criminal prosecution and criminal defense
work. This
included over forty jury trials in venues located throughout Europe. After leaving the Air Force
in 1990, I joined the Utah State Attorney General ’s Office in the Criminal Appeals
Division. After eight months in this position I was promoted to Section Chief over the Civil Rights
section. I served four years in that capacity, and then was selected from among eleven applicants to develop
and supervise the first money laundering and racketeering unit in the State of Utah. During that same period, I
also tried two death penalty cases resulting in convictions.
In 1998, I was appointed by Governor Michael O. Leavitt to be the Director of the Adult
Probation and Parole, where I was responsible for supervision of 500+ employees and a budget of over 35
million dollars. The agency was responsible for supervision of over 15,000 offenders in
Utah. In
January 2001, I was appointed by newly elected Attorney General of Utah to be the Chief Deputy of the Utah
Attorney General ’s Office.
I have been honored in that capacity for various achievements, including a recent award as
the outstanding contributor to Law Enforcement in Utah by the Utah Police Chief’s
Association. I have also been awarded the Nelson Kempsky Award by the Conference of Western Attorneys
General as Outstanding Leader and Manager of the Year for 2005-06. I was named one of
Utah’s top lawyers in 2009 by my peers
in Utah.
I have a long-standing commitment to quality training for Utah peace officers, and have
appeared regularly over the last 16 years as an instructor for Police Officer Standards and Training, Utah
Narcotics Officers Association and Utah Prosecution Council. I am an adjunct professor
for both Weber State University and the University of Utah,
where I teach Constitutional Law and Criminal Justice classes.
Teaching
Weber State University: Criminal Justice
Program. I
teach all the legal courses within this program. They include
4th Amendment
Search & Seizure. Constitutional Rights under the 5th, 6th, and 14th Amendments; the Criminal Court system
and Corrections Law.
University of Utah: Masters of Public
Administration Course. I teach Administrative Law and Constitutional Law in this
program.
Utah Peach Officers Standards and Training (P.O.S.T.): I teach all of the legal
topics within the basic Peach Officer Standards Program. System, Search &
Seizure, Laws of Arrest, and Peace Officer Liability.
I also teach advanced courses for Certified Officers which include a comprehensive legal
case update, Use of Force, and Peace Officer Liability. I also teach the legal block
of the Internal Affairs Curriculum.
Juvenile Certification Academy: I teach a full day of legal
topics including Search & Seizure, Liability, Use of Force, etc…
Rocky Mountain High Intensity Drug
Program: I
teach a comprehensive search and seizure block for this program.

Peter
F. Boyce is a lawyer in private practice in the Atlanta
area. For much of his career, Peter has counseled and defended
police officers, their supervisors, their departments, and the governmental entity which employs them when
they are threatened with suit or sued for allegations of wrongful conduct.
As an
internationally recognized speaker and instructor in many aspects of police civil liability, Mr. Boyce has had
the privilege and pleasure of making presentations to local, state, federal and foreign law enforcement officers
throughout the world on various liability issues associated with drug enforcement work. He also teaches classes
on Drug Interdiction, Conspiracy, Risk Avoidance, Asset Forfeiture, Supervisor Liability, the Use of Force,
Profiling, Taser Liability, Highway Interdiction and Ethics.
Peter
F. Boyce is a graduate of the United States Department of
Justice Drug Enforcement Administration Presentations and Skill Course. He is the General Counsel for the
National Drug Enforcement Officer’s Association, Inc./NDEOA. In addition to his seminar presentations related
to undercover police work, he has made multiple presentations to the annual meeting of the Regional Organized
Crime Information Center, for HIDTA-sponsored training, to state Sheriff’s Associations and to State Drug
Enforcement Associations, as well as presentations to many other groups on police ethics, supervisory
liability, street survival and street crimes.
Since most of Mr.
Boyce’s career has been devoted to representing, counseling, and advising police officers, he is able to bring
to his presentations a “real life, on-the-street scenario” that street cops immediately understand and
appreciate.
Peter F. Boyce
regularly works with law enforcement agencies to tailor presentations to meet specific training
needs. He is available to provide advice, consultation,
representation or referrals to police officers and their employing agencies when they confront the inevitable
legal issues that too often frustrate effective policing.
For the past ten
years Peter F. Boyce has had the pleasure of speaking to thousands of street level cops as an instructor for the
DEA in its Basic and Advanced Narcotic Investigative Schools. He has also spoken to, and on behalf of HIDTA, the
Investigator’s Roundtable, the ROCIC, the Mid-West Counterdrug Training Center, multiple state Sheriff
Associations, the Georgia and Tennessee Narcotics Officers’ Association, the Missouri Sheriffs’ Association,
police departments and task forces throughout the country. He is a
contract instructor for MCTFT and for FLETC. He has served as a city attorney for 20 years, a Special Assistant
County Attorney for 13 years, and he has represented large metropolitan police departments, as well as small
city police departments. In his work as City Attorney he assisted law enforcement personnel in Asset Forfeiture
investigations.

Task Force Officer (TFO) Aaron Johnson has been a police officer for 13 years in the State of
Utah. He is currently assigned to the DEA Metro Narcotics Task Force/Salt Lake City Narcotics Group 5. TFO Johnson
completed 10 years of exemplary service with the Ogden City Police Department, serving as a patrol officer, COP
Bike Officer, Street Level Narcotics Interdiction Officer and as an Investigator for the Weber Morgan Narcotics
Strike Force for 5 years. TFO Johnson was hired by the Salt lake City Police Department in 2008. In his time at
Salt Lake City, TFO Johnson has served as a patrol officer in the Pioneer Patrol division, in the Strategic Reserve
unit, and is currently assigned to the narcotics unit. TFO Johnson has received multiple service awards,
commendations and awards of merit for his service as a law enforcement officer. TFO Johnson is fluent in Spanish
and has been critical in the identification, investigation and prosecution of numerous, high-level, Mexican drug
trafficking organizations. TFO Johnson has been a member of the Utah Narcotics Officers Association since 2003, and
currently serves as an UNOA Region III representative. TFO Johnson was the recipient of the UNOA Agent of the year
Award in 2005. TFO Johnson currently resides in Weber County.
Sgt. Joe Sturzenegger has been a police officer for 20
years. Sgt. Sturzenegger served 6 years as a military policeman, in Europe, Central America, South America and the
United States. He has served the last 14.5 years with the Salt Lake City Police Department. Sgt. Sturzenegger is
currently assigned to the DEA Metro Narcotics Task Force/Salt Lake City Narcotics Group 5, as the Group Supervisor.
Sgt. Sturzenegger has served as a patrol officer in the Liberty and Pioneer Patrol divisions, as a Narcotics
Detective, a Vice Detective, a Community Intelligence Unit officer, a Task Force Officer with the DEA Metro
Narcotics Task Force, a patrol Sergeant in the Pioneer division and as the Narcotics Sergeant. Sgt. Sturzenegger is
also a Spanish speaker and has been the part of numerous investigations and prosecutions of Mexican drug
trafficking organizations in the State of Utah, and throughout the United States. Sgt. Sturzenegger has been a UNOA
member since 2001. Sgt. Sturzenegger currently resides in Tooele County.
